That would be ideal but I estimate that privacy laws would be the impediment.
My understanding is the ACT RTA see only their legal requirement to hold the information for several years - five I think it is.
They (RTA Managers) don't see themselves as being a keeper of historical records and fail to see the intrinsic value of the information and so decided to destroy the old microfiche.
I believe this has been undertaken but it would pay to ask in order to be sure.
If this is the case, try the AFP Records Management Unit - the ACT RTA (then called the ACT Motor Registry) used to provide microfiche records to the AFP in Canberra (nowadays called ACT Policing) and they might have been retained - a long shot but worth asking about and if so, an FOI might get you the information you are after albeit with personal information redacted.
The only issue I see is the ability for the AFP to release (should they hold the information) because the information is 'owned' by the ACT RTA and subsequently it might not be in rights of the AFP to release - you may require a document from the ACT RTA to permit release and so suggest you go carefully with the ACT RTA in order to recruit their good will should such an outcome eventuate.

... and i believe the Car was still rego into the 1980's , so they should have a record of it...

That was all on microfiche Al - they won't have a record of it at all if the microfiche records have been destroyed as I am led to believe - it is therefore, unfortunately gone - unless the AFP kept their copies provided by the ACT RTA.

Have you tried the electoral role for both then and now for the owner's details that you hold?

I think the story was Al, that when you requested that data - everything was buggered but they struggled somehow (I am thinking some poor bunny with a torch and magnifying glass in a darkened room here) but they were not keen on doing so again. 

The machine was R/S (bulb blown) and the fiche was disintegrating.

YQM922 was not (as I understand it) on the computer database - they haven't fibbed but equally, rightly or wrongly, they just don't see their obligation to assist - the records are outside of the statutory record keeping period, they (at law) are not required to do anything more and they simply don't share the outlook some of us do re: these records - but I told you that already - several times it seems - it always seems that even when we agree it still sounds like a bloody argument...

I've nothing more to add/assist - good luck with it.
