i would like to know if anyone knows where i can get 15 mm thick spacers to suit my LX.

Wheel spacers I'm guessing

 

No-one local

15mm is borderline ... too thin to use proper studs... too thick to use without studs

They are illegal unless they are factory ones. It's perfectly OK to use spacers in a static setting, you can push the car around with them. You just can't legally drive with them on.
