Fitting LC bonnet latch

First time Im fitting the car up since its been panel beated.

Are the bonnet latches meant to be fitted under tension as the bolt holes don't line up.

Bonnet gapes are pretty good so unsure what the story is here.

Any help would be appreciated.

No shouldn't be under tension ,you don't want to be pulling that nose cone back.Did the nose cone or radiator support have a repair?

Did it have guards replaced or altered? Could be that the nose one has been fitted too far forward,that plate has to be pretty spot on otherwise bonnet gaps won't be right .Id be talking to the panel beater and showing him where the plate is supposed to sit .
