Can someone tell me if the rear seat belts where they attach in to the rear parcel shelf have a black plastic cover over the top of the bolt and seat belt bracket? I know the fronts do where they attach below the rear quarter windows but the backs up m not sure.

They were an option up to December 1970, then standard fitment from January 1971.

None of the LC/LJ rear seat belts came with the plastic covers as fitted to the front belts.

GMH were too tight to do that. These cars were built to a budget.
