Just installed superpro bushes on uc upper control arms do they not fully seat in the holes?

Correct, the flange doesn't sit hard against the arm, it increases in diameter so it it won't go in any further just before that point (so there is a gap). It should make sense with the pivot in place, don't forget the inner washers if provided.

I guess the original rubber ones have a bit more on the end (rubber engages on both surfaces and twists as a bushing, whereas polyurethane is greased and is actually a bearing) so this ensures correct placement/dimension with minimal material?

The factory rubber bushes do not press in all the way either due to the radius on the bush shell.

I am sure I have seen a service manual that specified the gap.
