I may have found out why it has no adr tag.
The car was in fact an export car.

NZ car for sure.

Would still want to know why 1970 tags fitted to 1969 bodyshell...also if shell is ridgey didge 69 gtr.

It appears to be a 1970 body shell. In the pic the OP posted of where the compliance plate should be fitted there are two pieces of now 50 year old dirty old thick tape that was stuck over the tag rivet holes in the upper dash panel when the car was new.
