Not sure but I suspect the fault is in the electrical contacts inside the wiper motor.

Another possible cause is no wiper blades.
If you don't have any wiper blades fitted then the wiper park circuit will run the motor which will can then overshoot the dead park zone and keep going. The resistance of the wipers on the glass will stop the wiper motor in the dead park zone.

Im bench testing a couple, and so far they have both stopped in the park position with no external force.
Have a third one Im doing today, will see how it fares.

Something in the motor is earthing to the car body which shouldn't be. Could be in the park mechanism. Make sure the motor is insulated from the body, apart from the park earth. I don't know your particular set up but that is the general principle. The motor always has power and is switched by earth if thst makes sense.

I have a 72 GTR with standard wiper motor setup. The motor is insulated with the triangular mounting pad and the 3 circular rubber mounting grommets.
The motor does seem to be "live", a test light will light up.
Will have to pull it out this week and have a look

The brass tang which falls into a recess to break circuit has broken off.
Pop the cover & give us a look .

So I pulled out the wiper motor, after mucking around with it for a couple of hours, put it pack in and it works fine.
Not entirely sure what I did to make it work properly which is a bit of a bastard as I really wanted to know what the exact problem was.
Thanks for the input guys
