What would be the best way to repair this rust pitting ?. Body filler or primer surfacer and block it back.

Good bit of work on bare metal with POR 15 or KBS rust treatment depending on what you can get.
Extra help with a normal wire brush as well as one in a drill, until it comes up as the product used describes.
Then 2 pack epoxy.
Then some bog to fill in the holes.
More 2 pack epoxy once smooth to seal it up.
Then 2 pack Hi Fill.
Then whatever rocks your boat to finish.
