If you are asking about licensing a car for the first time in your name then this calculator will help.
https://www.transpor...-calculator.asp
The WA Office of State Revenue (OSR) has in the past compared the dutiable value declared against the value insured.
The owner of XBOSS declared the dutiable value of his car was $15,500. The OSR checked the insured value and decided that he had undervalued the car and sent him a bill for the difference plus a 30% penalty. If the new bill was not paid within 30 days there was another 20% penalty on top.

Yep. W.A. police are being utilised by asking insurance companies for details of customers policies. You would think there isn't any sort of drug problem in W.A. sometimes.
You will basically need to make the value when you licence it the same as insured. This is why I will be licensing mine before the restoration.

If it was previously registered in your name
You shouldn't have to pay any stamp duty
Your actual rego options are
404 - but you said you didn't want club rego ... My Caddy costs me about $82 per year .... but there are driving restrictions
C4C - but you said you didn't want club rego ... My Datsun cost me $70 for the year.... but there are restrictions
Full rego... drive it whenever you want it... but probably cost you 800-100 (not sure on the going rate)

In WA it is Dutiable Value that goes on the transfer paper. What the cops were doing was ringing insurance companies and finding out how much these old cars were insured for, and then claiming that was the dutiable value, and then sending out the bill for the tax they had missed out on. Good thing too. After all, the WA state government only just had to deal with a 5.8 billion dollar surplus.

I would also think that a good legal argument could be raised as to whether a dutiful value could be based on a private contractual arrangement made between an insured person and their insurer.
An agreed value does not necessarily reflect the market value of the car or what the owner actually paid for the car.
Surely the market value should be the dutiful figure.

I thought at first that the owner of "XBOSS" was cherry picked by the police because it was a famous car. But then a mate of mine in Perth got a phone call about his A9X. He was insured by Shannons, and the cops had a copy of his policy.

According to the article.
https://www.whichcar...tamp-duty-claim
“Back in January 2019, the state government instructed insurance companies to provide information on classic vehicles manufactured prior to 1990 with an insurance value over $20,000,”
I assume that the OSR IT department produce a regular report.
