Have you tried ringing the RTA and asking them?
RTA is who would have required the numbers.

eg. the torana ran up the back of another car and the driver side front rail/inner guard has had to be replaced. You loose the original chasis number and the car needs to have a new number issued.
Certainly does affect the resale price. Hope that helps.

Back in the day, if the governing body feared that the car is a "bitza" or have any doubts of it's originality, any stamped number would be butchered by them prior to stamping a new number.

If you have help from the current owner,it should not be that hard to get enough information to put your mind at ease with relation to a VIN change, i carry copies of the paperwork showing the Police issuing of the Surrogate VIN in my glovebox, i dont feel its a un-reasonable request to ask someone to explain/show the reasons behind the necessity to apply a Surrogate VIN to a car for sale.

But yes for the record, my Surrogate number is classed as a VIN (17 digits long) and the factory number is a chassis number, sorry if i confused anyone.

My Hatchback had a Police Issue chassis number. but mine came with a police report from the 90's saying it had a sectional repair. Whoever tried to stamp the number onto the car tried in the original spot first and it wouldn't work so they did it up near the front suspension mounts. Which made it even more confusing as it had a half finsihed number in one spot and a complete one in the other.
the numbers were generally carried out buy a chosen mechanic at the nearest work shop,they arn,t to concerned how it looks either,really he should have butchered the attempted number then applied the new one.
i,ve seen them done, and they use a cold chisel and make the worst mess ever.
