B is for manufactured in Brisbane, doesn't have a VIN I'm guessing?

Hi
That is the Chassis Number - it tells us nothing except it is Brisbane built around Jan 1972. The tags will identify it correctly.

Is it still able to be registered if he doesn't find the 3 tags?

As far as I know, all state motor registration authorities go by the stamped chassis number. I would be best to check with them first.

The authorities don't give a rodent's rectum about the VIN & Body plates, they only contain internal information relevant to GMH.
I'm unsure about other states (I think they're mostly all the same) but in NSW you can register a vehicle without a compliance plate so long as that vehicle was manufactured in Australia and you can prove it has been previously registered with the same chassis number (ie. it was compliant at some stage).

What if you have no proof of it being previously registered?

I'm not sure? I'd be surprised if they couldn't find the chassis number on their computer system, unless the car hasn't been registered (or looked at by the police) at all in the last 30-odd years since they went electronic?
I'd guess that in a worst case scenario you could have an engineer re-certify that the car meets the ADRs from the manufacture date?

Yeah it's not the end of the world, privately imported cars get certified all the time and they were never even subject to Aussie Design Rules.
I'd try and bluff your way through the inspection first off, they'll either pass it or tell you what you need to do. The biggest stumbling block will be to determine the original compliance plate date?
