What type of starter? Old or new. I had an aftermarket starter that needed the mount shimmed to give it the needed clearance between the gear and ring gear. If you tried to start it before I shimmed it the starter jammed in.

Check for voltage at solenoid terminal when key is released. If you don’t have a volt meter take off the terminal, then get someone to turn the key. Put terminal on, engine starts. Take off terminal, see what happens. Don’t short terminal to earth though. If it stops cranking then the ignition switch is faulty. If it keeps cranking then the solenoid is sticking. May also be due to miss alignment of drive gear as suggested above. I had a clearance problem when I fitted an aftermarket gear reduction starter once. The drive gear was slightly fouling ring gear causing the ring gear teeth to grind against the end of the drive gear. Not a nice sound. 2mm ally spacer fixed it.

So it has two return springs in the starter motor solenoid?
Is this a Holden V8?
