Both lamps?
Sealed beams or QH inserts?
Recently installed?

Sounds like the filament is at the end of its life span, the smoke is most likely evaporated tungsten condensing as it cools down, this will increase as the filament gets thinner, it is unlikely that your sealed beam has a moisture leak and if it did they prob would occur on low beam as well. Is there also some blackening of the lens and mirror surfaces?
