can anyone shed some light on when lc gtr's had the brake bias controller fitted,i am looking at a 69 lc gtr and i doesnt have one,after the brake lines come out of the master cylinder.

HI holdentoranaman.
It's not a brake bias controller, it's only a pressure differential switch. AFAIK they were fitted to all Holdens & Toranas from 1st Jan '71 onwards.
It's only a junction block with a pressure switch, which lights up the BRAKE light on the dash if the pressure in either half of the system is lower than the other half. That is, in the case where the hydraulics in the front or the rear fail, then the BRAKE light will come on. From HJ and LH onwards they combined this block with the brake proportioning valve to keep the plumbing simple, but LC/LJ and HK/T/G did not get a proportioning valve. On HQ they put the proportioning valve in the rear line down under the floor, so its switch block looks basically the same as the LC/LJ.
