redrilling axle flanges to change stud patten

Hi guys, Was wondering if it was possible to redrill the axle flanges to change the stud pattern, Is it possible or legal, has anybody tried doing it ?
I've spoken to a couple of local engineers, they say it could be done but were unsure of the legality of it.

My axles were done , they filled the old ones and drilled new ones. Not sure about legalities but when you get new axles they have to be drilled to suit whatever pattern you need. So not unless they are talking about the patterns being too close to each other and not having enough material around the new studs but thats why i had my old holes welded, filled then drilled

Was recently quoted $100 per axle to have this done in melbourne. The business involved said it was not legal for road use but if for track or I was happy to wear it if defected then they were happy to take my money and do it.

I ended up needing to fix a few other things like the homemade housing the previous owner had installed and changed diff width also. Decided to go with new axles to suit.
