Can a Vic green p plater legally tow a ski boat?

I went to the Vic Roads site, and as far as I can understand, a red p plater (p1), cant tow (unless for work or under supervision), but a green p plater (p2) can tow up to 2500kg, can someone please confirm this?, cheers.

I think that's about right. I towed 2500kg up to Winton yesterday with the understanding that that was legal & legitimate. I am on greens.

You should also confirm that the car towing capacity and tow hitch capacity exceed the weight of the trailer.
