The A9X had a hole in the bonnet but there was also a blanking plate that screwed into the bonnet to cover the hole because it was not legal in some states so I wouldn't be cutting the hole until I had it passed.
BTW not all A9Xs came with the plate and some that did didn't have it fitted it was just in the car usually in the boot wraped in paper.

I have the reverse scoop and a hole cut in the bonnet (carb is higher than the bonnet line).
I'm in WA and thought I would give it a crack at licensing, So I inserted some foam to block the scoop at the rear.
The experts at the licensing center, and I use that term very loosely, told me that no torana ever came out with a hole in the bonnet ?
I argued until I was blue in the face and they finally accepted the fact.
They wouldn't pass it however with the foam, it could catch fire and explode apparently....
So I ended up making a thin galvanised ring that I glued to the bonnet inside the scoop (I have a round hole cut in the bonnet).
Went to the licensing dept and all good with that.
Another interesting fact I found out is that capillary oil pressure gauges are illegal to have in the cabin.

Well to be honest the last thing I would want is that lil plastic hose flying off squirting hot engine oil around the cabin, Maybe steel braided oil line is acceptable, I have also seen the effects of a perished heater hose in ole EH with Smiths cabin heater that caused serious burns to occupants... Hence they don't like fluids of any kind under pressure entering the cabin, Just ask a Cabbie as they get plenty of Fluids under Pressure flying around the back seat on Friday night......

I used the copper style capillary tube, but any fuel or oil can not be run into the cabin.
To be fair, they did say just whack it back in when I got home.
The biggest whinge the rego boys had with the torana scoop is that it is rear facing.

The rear facing scoops with a hole in the bonnet used to be illegal in WA until the NCOP was introduced.
Rear facing scoops with holes are permitted under the NCOP. See page 12 onwards.

Does NSW work under the NCOP requirements........Ive looked at the above document and its very interesting and makes a lot of sense......just worried NSW works under its own code.

NSW is still under its own code, there has been words said that some of the rules are being updated in the next 6 weeks or so but not sure which ones
