Can anyone tell me what this tool is ?

Has markings on it " W & B 982657 " and  " 6513 AG ".

W & B = Warren & Brown. I have one of their torque wrenches. They make good gear.

looks like a lifter bleed down tool,to suit early 6 cyl frauds

Looks like a "Weeze Bar" ..........  for turning over long lengths of Steel RSJ, Channel Section ect.....

you use it to collapse a hydraulic lifter when checking valve adjustment on old frauds,trust me i know what it is

Found it in a box with an old valve spring compressor tool as well.

Looks like something a blacksmith might have used to twist square bar and flat plate.

Unless you have a tool for every single diameter of pipe then you will only get three points of contact at best
