Oh and are you talking about putting the pipe on an angle, hence applying pressure to the lip and not actually between the lip and tyre?

I agree with Makka, I have seen a guy roll the guards with a baseball bat and it worked out well - of course he knew what he was doing and had done it before.you can use a wooden baseball bat as well, easier on your paint than a bit of waterpipe.......
He finished off the inside of the guards with a panel beaters hammer and dolly to completely fix the inner lip. And as Makka stated have a mate there to roll the bat along with the movement of the car.
I am not saying I would use this method myself as I don't have the confidence.
