It is the better type, doesn’t have a plastic base. I think it is basically Phosphoric Acid, sends the steel a blue-black colour plus your hands if you get it on them!
The other stuff that is good is the rust blaster you get from KBS. I got a litre with the fuel tank kit I just used, cleans up surface rust nicely.

Never used it myself, but a friend has & he loves it, i thought he called it zertan though.

Never used that one.
I've used rust buster which is phosphoric acid and it works well.
KBS rust blast is great also been using that to prep all panels etc
