This 253 came up for sale on Marketplace, but the ad made no mention of the flywheel.  If the holes were drilled to remove weight, then surely it would have an impact on the clutch plate.

Guess at first glance I'd think so, but what about drilled/ slotted brake discs versus brake pads?.
Dunno, must say I've never seen a flywheel drilled like that.
Maybe it's just a garage toy and they wanted to make it sound blippy?

I'd use a flex plate.

Mountings on the back of both heads might suggest boat? or other fitment?

As mentioned, maybe a boat, I have seen torque converters attached to flywheels like that in drag applications on small motors.

I agree, boats when they use a dog clutch driving the prop off the harmonic balancer end. As Laurie says a flex plate is often used but on a small low torque engine like a 253 you'd want a flywheel.
