Early Commodores use ceramic fuses.

Best bet would be the wreckers, Should be one of the few things still remaining on torries there (apart from dented bumpers etc!)

instead i bought 2 x narva blade type fuse fails which hold 6 fuses each. mounted them on an aluminum panel the same size as original fuse panel. looks pretty neat...

:spoton: I used the same type, but 8 fuses, when I rewired the Rangie and have one to fit to the Commodore soon. They are neat and easier to follow your wiring later.

Is there a way to restore these rusted fuse panels (terminals)?

You could but it would involve dismantling it and buying new spade clip terminals and soldering a few bits together. Probably easier to get a secondhand one unless you're miles away from a wreckers...

As far as terminals go I think only a wire brush or files could help rust on them - the fuse 'clips' would just be throw away's (they aren't much new anyway).
