They restrict vision and passenger exit.

Some states allow them if you can comply with the above, but not all. Check with your local rego authorities.

In Vic I believe it is considered a safety improvement and can lower your rego/insurance costs? Can someone confirm that?

Five different answers each time
Last one i got was "has to be 150mm behind occupants head,fully padded and only a four point half cage.This along with an engineers report will most probably get you legal registation"
That was for my hatch and i had to take out the back seats.It would only be registerd as a two seat car.

Is there really room in a torry for a roll cage. Im "only" 185cm and my head scrapes the roof and cant see anything if I put the sunvisors down, never mind some tubes in the way.
Yes they would help in a roll over and side impacts, but my thoughts would be one would really need to wear a crash helmet all the time, as the possibility of hitting one's head on on the tubes(padded or not) would be high in most collisions and possibly should be wearing a full harness as well.
Interestingly, one road safety expert was quoted as "that there is one simple measure that could be made that would reduce the road toll by up to 90%, helmets for all occupants".
