
Changes to Vehicle Modification rules?

I keep hearing whispers here and there that changes to what size engine you can put in your car (and then register) are coming but I cannot find out more info. Can anyone enlighten me or point me in the right direction as I am getting asked questions on a regular basis. The sort of things I am hearing are:
- As from July 1 2009 you will no be able to put a V8 in an LC-LJ as they never came out with that engine.
- Similar to above, cant put a 350 into an LH-LX
- If the car has had an engine swap and has a Mod Plate it can still be registered.
- Any car that has an non factory (or optioned) engine cannot be registered.
I have read the NCOP3 VSB14 (National Code of Practice - Vehicle Standards Bulletin 14) and it all seems to be fairly standard. I have also read version2 which is up for public comment and is a "review project" at this time.
Does anyone know about these documents and can anyone tell me if the rules will in fact change as at July 1 2009 ?

I rushed to get my Torana registered 3 yrs ago now because I had heard they were going to change the laws again.
Maybe try ringing the DOT modifications guys in the Valley Big T, They were a little helpful when I was researching mine.
NIL8R, It has never been legal to have a fuel cell that fills from inside the vehicle, Mosy guys just run it anyway though.
"The fuel tank inlet and cap must be located on the outside of the vehicle unless originally fitted inside by the manufacturer" has been in the modifications leaflet they give out for as long as I can remember

Fuel cell in boot is only legal if it can be filled from outside car,always been like that.

It appears that the LJ weight is 1098 kg, I have not confirmed what the offical figure is.
1098 * 4 = 4392cc ( Normally Aspirated )
1098 * 2.75 = 3019cc ( Forced induction )
The figures for an LX are either 1205 kg or 1205 kg.
1204 * 5 = 6020cc ( Normally Aspirated )
1204 * 3 = 3612cc ( Forced Induction )

..also i here you cant get a car regoed with a fuel cel and fill it up from inside the boot, what the story there ???
on this topic, I've been told it was already illegal to fill your vehicle with the boot open, which you would have to do with a fuel cell. Something about fumes gathering in the boot area. I have a standard tank but had my boot lid open to get my lead lubricant and been warned by service station staff.

There is no problem registering a 253 in an LJ in WA under the NCOP. The NCOP does not specify number of cylinders. The maximum engine capacity formulae is the only criteria.BUT, you will need to find a 4.4L six banger for the LC/J as you WILL NOT be able to certify a V8 in them.
There has been a recent run on currently V8 blueplated vehicles here in QLD for that reason.

Tassy will be ok,as we are allways years behind in this stuff,we dont have to do a RWC each year for Rego like other states,Just renew ya rego at Service tas each 12 months.
Ahh Tassie! They loved the 80's so much that they decided to stay there.

Thats what I dont understand. What is the difference between a 4.4 litre 6 and a 4.2 litre V8 in regards to these rules? From what I have read there is no reference to cylinder count, only cubic centimetres.
The following extract from the review document eludes to what you are saying Grant but does not offer any details.
"2.13 ENGINE CAPACITY
For approval under Code LA2, LA3 and LA4, the recommended maximum capacity (swept volume) of engines for passenger cars and passenger car derivatives is outlined in Table LA1 below. An engine may not be a suitable replacement even if its capacity falls within the limits specified in Table LA1. Owners are therefore advised to check details of a proposed engine conversion with an engineering signatory prior to commencing any work."
Not a suitable replacement requires definition. Where would I get this from?
After reading further it seems the max for car weighing 1098kg has changed significantly
All vehicles originally weighing less than 1100kg.
Original tare mass (kg) x 0.183
=
max. capacity in cubic inches
Original tare mass (kg) x 3.0
=
max. capacity in cc�s
Therefore a car weighing 1098kg, the max is 3.3 litres under LA2.
The above figures are taken from the review doc, not the current doc. Even so, when is this NCOP going to be adopted nationally?

when i got my 5 litre passed in my gtr here in s.a 3 years back the guys told me they hadnt even heard of ncop or any changes that will effect putting v8's into lc-lj so maybe s.a wont have these laws as my mates have had the approval for ls7 conversions in there lj's and it was recent so i will be keeping an eye on this now

I had not noticed that they had removed the 800-1100kg category in the revision. If the revision is accepted and implemented then you are correct, the LJ will be restricted to 3294 cc NA and 2745 cc forced induction.
This is a sample of weights posted by GMH355 if they use this then things are even worse.
