Handbrake cables rubbing on tailshaft

Im running commodore 1 piece handbrake cable but the problem is doesnt matter what cable or what angle it comes from the sides it sits in line with the big shaft.There's secondary mounts?

The shock mounts were moved up 2.5" inches on the diff housing, I had shocks 2.5" shorter purchased and installed. Springs dont fall out unless you unbolt the shocks.Is it hitting the tail shaft when it is sitting on the ground or jacked up? When you put in lowered springs did you change it to shock absorbers with shorter shafts, i.e. do the springs fall out when you jack it up?
The car is at ground level with standard springs right now.
