bought this lc/lj pedal box a few weeks ago and tried to fit it but the clutch fouls on the steering column. Looks like a modified brake pedal?

Yes it looks like a brake pedal that has been modified, maybe for cable clutch. Definitely not a clutch pedal, it has too much offset in the leg of the pedal.
