cheapest way is to buy second hand and freshen it up.

186 to 234 kit costs approx $1500

What type of engine do YOU want to build,

Are you restricted to a 6cyl or can you go V8 & what do you allready have ?

Lots & lots of options for the different engine sizes & your budget.

Do you want cheapest, or 'best bang for buck'.... These two things are NOT the same.

If it's a 308 then a 333 stroker kit is good value on early blocks as you wont have to pay for clearancing the block like you would if you went to a harrop crank but if you have a vr or later block then I would spend the little bit extra for larger crank. On a 202 I would rather spend the money on the top end & induction set up.I would rather have triples or injection than a stroker crank in a 202.
