Are you sure its the shoe hitting it and not the backing plate?

Is the brake shoe sitting on the wheel cyclinder properly if not
this can cause these type of problems.

I also went out and bought a pair of new wheel cylinders for it but haven't put them in yet.
According to my Torana Manual the brakes don't look complete. Your Thoughts?
