Hi
According to the parts catalogue, they were standard on all but the 82211 model (4 cylinder 2 door).

When I bought my 73 LJ 'S' 6cyl many years ago, it still had the original interior, and there were NO rear armrests fitted and no holes in the vinyl where they might have been, though the holes were punched out of the board when viewed from the back.
I can't find it at the moment but I have the production line job sheet for my car (found it under the carpet while restoring), and I think I recall the rear armrests being an option on the sheet. Maybe if somebody else has a job sheet they can check....

I thought it was an option as well. I'm pretty sure that other Holden models in that era had the rear arm rests as option, especially on base models.
