So I emailed the vehicle standards branch of VicRoads as advised by their people who were unable to find an answer when I rang them (very helpful as I have usually found).
Took quite a while to get a response - a month!

So it would seem that in their opinion there is no requirement for a position indicator or illumination for a pre 1976 vehicle. No requirement for illumination post 1975.
So the B&M in the LJ isn’t illegal after all!
Could be some interesting discussion regarding what “post 1975” means. Lots of ways to interpret that statement.
