The L34's and A9X's had the extra two holes drilled through without any modification to the ones no longer required. However, if you are up for some spirited driving, I would be tempted to weld them up.

I think you'd be okay.
I've had a front end with four holes (the two uppers not being used) in it that I did spirited driving in, and had no problems. I left them like that because it was all in the car and a bit messy. It did not distort a whisker... no real reason for concern IMO.
But for neatness on a fastidiously built car, I'd prefer to weld them up.
