Have a look at page 10 and 20 of this document. It has to be completed by an engineer for registration.
Yes use of a aftermarket ECU does not "guarantee" compliance, but does not mean it fails emissions requirements, and a engineer issuing a Blue compliance plate is in no way any guarantee that your car is "legal" and you can not get defected for modifications anyway.
I don't think too many engineers (in QLD anyway) would have a 4-gas analyser or even a db meter to do any sort of exhaust testing, so it will be hard for anyone to tell you have a modified ECU if you can't see it, and to be perfectly honest ,from what i have experienced (personally on the streets) unfortunately not all the "persons" that may examine/defect your car for this sort of stuff actually "know" the rules or how to test them 100% correctly.
Apparently new rules half way through this year will mean emissions test report results will be "required" for approval on any ENG conversions,so things may change soon ?
